*Current behaviour:*
get key metadata API always returns the original zone key creation date & time.
*Expectation:*
KMS API should allow the user to fetch data & time of specific key version ( in
case of key rotation).
*Use Case:*
If customer needs to rotate zone key based on some org policy (like once every
quarter), they need to know when was the current key rotated ?
