Summary: Ranger Admin - Add summary to metrics API

We should add Summary section to existing Ranger Admin metrics response. The
summary section will have followingÂ
* Total number of services
* Total number of policies
* Total number of tags
* Total number of users
* Total number of groups
* Total number of roles
* Total number of admin audits (x_trx_log rows)
* Total number of login records (x_auth_sess rows)
* Total number of plugin records (x_plugin_info rows)
* Total number of plugin download records (x_policy_export_audit rows)
This will help us improved debugging.
