Description:
Keyadmin user unable to perform test connection for dev_kms service.
Steps to repro:
# As a keyadmin user login to Rangeradmin ui.
# Navigate to dev_kms service and edit the same.
# An service edit page shall open, navigate to bottom and click on Test
Connection button, we are getting 403 response.
