PublicAPIs exposes the v1 public REST endpoints /service/public/api/repository
and /service/public/api/policy. It is superseded by PublicAPIsv2
(/service/public/v2/api/...)
This change removes PublicAPIs along with the code that becomes unreachable
once it is gone.
