Description: Ranger authorization process is creating duplicate collection
of userRoles and userGroups which is responsible for OOM issue during startup.
We need to improve the process to avoid duplicate hashSet memory for userRoles
and groups. (was: Reproduction Steps:
# Deploy Kafka, Ranger, and SRM.
# Import the customer Ranger roles.
# Assign approximately 9,000+ Ranger roles to the `streamsrepmgr` user.
# Configure Kafka topics.
# Start SRM.
# Kafka broker encounters OutOfMemoryError during authorization.
Improve the Ranger plugin to prevent OutOfMemoryError (OOM))
