Summary: add server side checks for HDFS Repo connection properties

With support for advanced properties while creating repository, validating hdfs
connection properties on UI got tricky and we have made NameNodeURL non
mandatory from the perspective of UI validation.
However, NameNodeURL needs to be specified in advanced property
dfs.nameservices is not specified.
This Jira proposed to add such a check and a few more validations on the server
side code that handles test connection.
