PolicyRefresh Timeout functionality
  - PolicyRefresh should download the policy from RangerAdmin first
  - If RangerAdmin is non responsive Policy Manager should timeout and use the 
Local Policy cache file if present for Policy enforcement. If local cache not 
present Policy enforcement is not done and should raise a warning in the log.
  - PolicyRefresh should retry till it connects to RangerAdmin to download 
latest Policy.
