Review policyEngine interface to remove methods that are not required as
public. This will remove any unnecessary constraints on the policyEngine
implementation.
AbstractServiceStore class in ServiceStore hierarchy is used only to share
predicates across implementations of serviceStores. This need to be cleaned up
to separate predicates to a different class; this will enable reuse of the
predicates implementations outside ServiceStore.
