Description:
Currently, in KMS repo, only one KMS instance can be specified.
A format like {{kms://http@host1;host2:9292/kms}} to support multiple
instances, needs to be supported.
It should be handled in KMS repo page and KMS page. Currently, if you specify
the above format, it throws error.
