Policy migration from ranger-0.4 to ranger-0.5 aborted while migrating a policy
that had incorrect permission-type (0 - Unknown). This resulted in only some of
the policies to be migrated to ranger-0.5.
Instead of aborting, the migration should continue after ignoring incorrect
values.
