Ranger Admin policy edit UI does not allow multiple policy-items for an
user/group i.e. once an user or group is present in a policy item, that
user/group is excluded from the user/group drop-down list. This prevents
creation of policies like the following:
- allow user1 write access to table table1 between 9am-5pm
- allow user1 read access to table table1 between 5pm-9am
Policy edit UI should be updated to enable creation of multiple policy items
for an user/group.
