In order to support tagsync feature in Ranger. Create a patch to add
'rangertagsync' user in Ranger databases.
Currently sql patch to create Ranger tagsync user 'rangertagsync' is only
available for MySQL and Oracle Databases, Similar patch need to be created for
Postgres, MS SQL server and Sql-Anywhere DB also.
