Currently, ranger processes Atlas notifications by deleting existing
associations between service-resources and tags and then recreating them. This
is inefficient on two counts; deletion/creation of associations is expensive
and it causes tag-version in x_service table to be updated unnecessarily.
Ranger should not recreate existing service-resource to tag associations.
