When deploying Apache Ranger, Ambari installs all 3 Ranger daemons - admin,
ugsync, tagsync. When Apache Atlas is deployed, Ambari configures tagsync to
process tag notifications from Atlas - i.e. tag-source is set to Atlas. To
support environments with no Atlas, tagsync should support an additional
tag-source like 'None'. This will make tagsync deployed and allow the users to
configure tagsync to use other sources - like file.
