RangerPolicyEvaluator cache keeps track of the result of any previous match of 
the requested resource in order to speed up evaluation of policy-engine in the 
plug-in. The cache uses a string representation of the accessed-resource as a 
key. The key needs to include resource-def-name to avoid potential false 
resource match.
