Ranger Hbase and Hive Plugin Grant Revoke REST Call should send the right http 
response when authorization fails  in kerberized cluster. Currently HTTP 
response has 401 UnAuthorized error when user doesn't have admin permission and 
this causes NPE in java.net.HttpURLConnection library which process this 
responses.
