Currently, Ranger plugins general access audit log only when a policy
applicable the accessed-resource has audit enabled. When no policy exists for
the accessed-resource with audit-enabled, audit log is not generated.
It will be useful to be able to force audit generation, irrespective of
existence of a policy with audit-enabled. Also, it should be possible to force
audit in all plugins via a Ranger admin configuration i.e. not dependent on
plugin specific configuration.
