This task is to investigate using a scheduler (i.e. Quartz) to download
policies to the plugins. Currently Ranger uses the PolicyRefresher class, which
is extremely basic. An implementation based on Quartz would allow to download
polices daily, weekly, etc etc according to a schedule.
