Based on the improvements seen in policy-evaluation response time, after
changes in RANGER-1161, the logic to determine the tags for the
accessed-resource can benefit with the same approach. Currently the policy
engine attempts to match the resource with all service-resources. The number of
evaluators attempted can be reduced by using a better arrangement/lookup of
service-resources - like trie.
