I'm new to ranger, but HDFS would only be appropriate for some components, so 
perhaps the configuration associated with each plugin could allow for a 
reference to some kind of resource bundle (files) to be setup, which the plugin 
could then pull at startup? There could be multiple sources for such a bundle 
including a simple url, hdfs file location etc?
