Summary: if ranger admin is down and users are not syncd then
there is no retry for those users

Scenario:
1) ranger admin is down and usersync is running.
2) add new users in unix system when ranger admin is down. since admin is down
usersync fails saying connection failed to policymgr
3) now when ranger admin comes up , many iteration of usersync interval passed
but users did not get sync​
so untill rangerusersync is restarted these users will not be syncd
