Fix For: 0.7.0
TagFileStore, ServiceFileStore and ServiceRESTStore classes, while useful
during earlier iterations of Ranger development, are not required any more and
are out-of-sync with Service/Tag DBStores. Removing them from Ranger codebase
will make the codebase smaller and more maintainable.
