Summary: Clarify in the process of accepting patches to ranger in
README so github users are not confused.

Several projects accept patches via pull request process on github. That is
not appropriate for Ranger as it requires patches to come in via Review board.
The README.txt which is the face of the project on github could clarify this so
that people wishing to contribute follow the right process and avoid time delay.
