I have identified the reason for failing to apply the transaction: https://github.com/apache/incubator-ratis/blob/ebabdbf570b50af0d868a5f4e5acf6fe5adc4876/ratis-examples/src/main/java/org/apache/ratis/examples/filestore/FileStoreStateMachine.java#L94 The request in STREAM header will be sent to leader, and hits this line.
