I think it's a fair point. While local mail filters can separate the
notifications from the discussions, it's significant harder to use the
the web based archive (https://lists.apache.org/) when the github issues
are on the same list as the discussions.
I suggest to move github notifications from dev@ to issues@.
Any thoughts?
