Would it help to break down the last committers/PMC added rather than a
single date? I'm guessing we don't have quick access to that information
like a TLP does (e.g. via reporter.a.o)

Ratis has been incubating since 2017-01-03.
Three most important issues to address in the move towards graduation:
1. Have a GA release.
2. Complete graduation template.
3. Need name search.
