Building on the existing (jaxb) page export feature in rave, this new feature
would allow for import and export of pages using the OMDL xml format.

By default the import & export options are hidden in the user interface, unless
a flag is set in the portal.properties, which would add an "export" option to
the page menu. It also makes the plus icon in the page view bring up a tabbed
dialog where a user can still add a new page as normal, but can also elect to
upload an OMDL format xml file. This can then imported as a new page into Rave.
