In the new initial data the ROLE_USER authority is created with the
defaultForNewUser flag set to true. After the users are created, the
defaultForNewUser flag is false for ROLE_USER. If a new user signs up in the
portal, he has no authority and gets a 403-access denied page instead of his
homepage.
