In the initial patch I created a separate "ResourceRepository" interface to
support get all and get paginated data functionality. Based on Chris Geers'
review [1], we will merge those functions into the Resource interface and add
NotImplementedExceptions on those classes that implement the Repository
interface and do not currently support getAll / getLimitedList / getCount.
