This looked like an issue when the requireConfig.js in trunk was cached. The
statement to set the base URL happened after the inclusion of rquireConfig.js
and when cached, requirejs didn't know where to go get scripts.
I moved the base url statement up in trunk, but I am not sure it is fully
resolved.
