The issue you are having is what I mentioned in the other thread. I don't
believe we have a CI build of the angular branch so there are no nightly
builds to download, you have to build it locally. The way maven works is if
you've built it locally it will pull the artifacts from there instead of
downloading them (which is required if you are making changes). The problem
you are running into is that you aren't building them on your vagrant box
so it can't find the files.
