Presently the instructions for building the application are incorrect, at least
on the Angular branch. The Getting Started guide
(https://rave.apache.org/source.html) does not mention that you must run
cargo:run as root. This is fixed in the ng-vagrant branch
(https://github.com/jmeas/rave/blob/ng-vagrant/README.txt) but not on this
public-facing page.
If this is an issue that also affects the Master branch (which I haven't
verified) then we should update it.
