Summary: Region and region widget permissions in subpages should
inherit from the parent page

This issue is most notable when using subpages and trying to add, remove, or
delete a region widget. For instance:
# User A creates a page with subpages
# User A shares the page with User B with editor permissions.
# User B goes to the page and tries to move a region widget
Expected result: The region widget is successfully moved.
Actual result: And error occurs because the permission evaluator failed for the
move
