No harm creating keys, I'm not currently in the web of trust either, due to my 
location.

If you do append a key, you're more likely to be able to have your key signed 
by a committer who is in the web of trust than I, due to your location.

I do not currently have keys, and this is not a good time to try to get  
a key into the web of trust. My understanding is that keys from people  
other than the release manager are optional.
