I've replaced a minimal set of ant rmic tasks with exec tasks to utilise rmic.
The only stubs generated that are necessary are iiop and the jrmp AbstractRegistry stub, which must be compiled with v1.1. I don't know if Java 9 still uses stubs internally for the Registry, this was still the case for java 8. Re-running iiop, activation and start tests. Then will process other test failures.
