   **BUG REPORT**
   
   1. Please describe the issue you observed:
   
      updateTopicPerm on a broker in a cluster with 2 brokers. The first step 
is to update topic perm to 2, it succeed. Then update it to 6, failed.
   
    Because I have 2 brokers,  when update one of them to 2,  the 2 brokers 
perm will be 2&6.  The implementation will take only the first  one's perm to 
check if it can be updated. 
   
              TopicRouteData topicRouteData = 
defaultMQAdminExt.examineTopicRouteInfo(topic);
               assert topicRouteData != null;
               List<QueueData> queueDatas = topicRouteData.getQueueDatas();
               assert queueDatas != null && queueDatas.size() > 0;
               QueueData queueData = queueDatas.get(0);
