glinggit opened a new issue #790: The defaultTopicPerm and defaultGroupPerm 
values does not work in the program because the value in the configuration file 
is not used in the program.

   When I configure defaultTopicPerm and defaultGroupPerm values in the 
plain_acl.yml file,
   - What did you expect to see?
   I want to validate the permission judgment of the default topic according to 
my configuration.
   - What did you see instead?
   However, the configuration in the program does not work because the value in 
the configuration file is not used in the program.
   2. Please tell us about your environment:
   CentOS Linux release 7.3.1611 内核 3.10.0-514.el7.x86_64
   java version "1.8.0_181"
   3. Other information (e.g. detailed explanation, logs, related issues, 
suggestions how to fix, etc):

   The code is 133 lines in PlainPermissionLoader.java and the code is as 
follows:
   "byte ownedPerm = isGroup ? needCheckedAccess.getDefaultGroupPerm() :
   needCheckedAccess.getDefaultTopicPerm();"
   
   2. Indicate the importance of this issue to you (blocker, must-have, 
should-have, nice-to-have). Are you currently using any workarounds to address 
this issue?
   
   4. If there are some sub-tasks using -[] for each subtask and create a 
corresponding issue to map to the sub task:
