       rebalance is concurrent, which will cause processQueue status and 
processQueueTable contennt inconsistency, which lead to no message read on 
production.

        - What is your client version?
   
        - What is your RocketMQ version?
   
   3. Other information (e.g. detailed explanation, logs, related issues,
