When there are multiple Topic authorization information under AK, the
execution of updateAclConfig will directly overwrite the original authorization
information
Current logic：The updated information directly overwrites the existing
information
Exists: topicA=DENY,topicB=DENY,topicD=SUB
Update: topicA=PUB,topicC=DENY
Result: ttopicA=PUB,opicC=DENY
Optimized：TopicA is updated, topicC is added.
Exists: topicA=DENY,topicB=DENY,topicD=SUB
Update: topicA=PUB,topicC=DENY
Result: topicA=PUB,topicB=DENY,topicD=SUB,opicC=DENY
