   1. Please describe the issue you observed:
   
   - What did you do (The steps to reproduce)?
   Send some **delay messages** to broker
   - What did you expect to see?
   The metrics of **producer_tps** and the metrics of **broker_tps** increase.
   - What did you see instead?
   The metrics of producer_tps did **not increase** and the metrics of 
broker_tps increased.
   2. Please tell us about your environment:
   rmq 4.7.0
   3. Other information (e.g. detailed explanation, logs, related issues, 
suggestions how to fix, etc):
   In the dashboard, this will be more obvious
   first pic is metrics of producer_tps, second pic is metrics of broker_tps.
   the diffrent trend of producer_tps and broker_tps will make user confuse.
