After reviewing current resource policy, I think the following would be more
reasonable:
- CONSUMER_SEND_MSG_BACK: **ONLY** check group+SUB
- SEND_MESSAGE, SEND_MESSAGE_V2:
- For retry topic, check group+SUB, **OR**
- topic+PUB
