Can't create or modify issues on JIRA

Hi,
Recently I cannot create or modify my JIRA tickets.The error message on 
creating the issue: "Assignee: The default assignee does NOT have ASSIGNABLE 
permission OR Unassigned issues are turned off."
Can you please fix it?
