I found it. If you go to edit notification; add notification; you can multiple select the events and have it use a single email address. This feature might be different on the jira version you're using but on the main Apache jira this function is there.

Is that email address specified in one single place somewhere in JIRA?
I found the "Default Notification Scheme" but the address is specified
in each one of about 20 events.

Do I really need to change each one of those events to point to the
new address or is there an easier way?

When I set database.configurationType to jdbc, the characters
saving to database are abnormal.
But with setting database.configurationType to jndi, It's normal.
I used the same jdbc settings for both jndi and jdbc:
database.jdbc.driverClass=com.mysql.jdbc.Driver
database.jdbc.connectionURL=jdbc:mysql://localhost:3306/roller?
useUnicode=true&characterEncoding=utf-8&mysqlEncoding=utf8
database.jdbc.username=scott
database.jdbc.password=tiger
