Yep, create it with SVN diff. Upload it to JIRA.

I just added this to that wiki page I referenced:

"Implement your changes and once you've got them working, create a
patch using SVN diff, create a new issue in Roller's JIRA issue
tracker and attach your patch there."

You can create the patch from any directory you wish.
