Url problem build

Hi,

I tried build roller, but this domain is down, 
http://people.apache.org/~snoopdave/repo/rome/ ..

[WARNING] Unable to get resource 'rome:rome-propono:jar:1.0rc1' from 
repository snoopdave (http://people.apache.org/~snoopdave/repo/): Error 
transferring file: Connection timed out

This url was moved or is something temporal?

I checked pom.xml, but I don't understand the TODO (TODO: replace with 
official ASAP) .. :) ..
