Looks like just Harbs and I are moderators.  We should have a few more.

Moderators should be able to either "subscribe" or "allow" email address
to the list.  AIUI, "Subscribe" means that email address will receive any
email posted to the list.  "Allow" means that emails from that address are
allowed to be received by other subscribers on the list, but do not
receive email posted by others.  I recall fiddling with this with Nabble
when we first set it up for dev@flex.

Moderators do that by sending an email to an address of the form:

  
<mailinglist>-<command>-<munged.desired=email.address>@<projectname>.apache
.org

Where:
Mailinglist is one of dev, users, commits, issues, etc.
Command is one of subscribe or allow-subscribe.
Munged.desired=email.address is the email address you want to subscribe,
but the @ is replaced by an =
Projectname is Royale

So, I think a moderator can subscribe f...@bar.com to the dev list by
sending a plain text email to:

  dev-subscribe-foo=bar....@royale.apache.org

Once we get Jenkins from builds.apache.org working on the new repos, a
moderator will have to send an email to:

  dev-allow-subscribe-jenkins=builds.apache....@royale.apache.org

That way we can receive emails about broken builds, but Jenkins has no
need to read things we write about on the lists.
