The second point talks about what Alex said people could need. So that part is nothing we should do now, but something people that wants it can do it self. Is about the need to get the RAW html to process it in some way. While working around 15 years with Flex I only need to do this for a use case, so this seems to me something that very few people will need, hence don't need to handle it now (here's where I'm all for PAYG in Jewel).
