OK, so far:

* copied content into
http://svn.apache.org/repos/asf/incubator/s2graph/site/index.html (r1742960)
* filed a cms request to use svnpubsub (r987805)

In the meantime I try to figure out the permission issue, you should reads
the guidelines for a podling site. For instance you miss the incubator
disclaimer among some other things.
