We probably need this asap in order to define the commit voting policy.
Otherwise my understanding is that by default code contributions must be
approved by consensus, in particular for the review-then-commit policy. This
means 3 votes are required, which is too constraining in my opinion
(http://www.apache.org/foundation/voting.html#votes-on-code-modification).
As pointed out by Gianmarco, other projects do define such rules and we could
borrow from them.
