Sorry, but I can't allow a release to go out without those files. I asked an ASF member if there is any circumstance in which it is acceptable to do so, and the answer was "Not acceptable at all.".
If there is anything I can do to help you respin the distribution then send me a personal mail. I will vote +1 today on a new kit with the included files if you can get it done.
